This report was created in order to support the Michigan Department of Education (MDE) as they work to implement the state-wide Read by Grade Three policy. EPIC estimated statewide retention rates, retention rates for sub-group classifications of tested students, and tested students in different school types and geographic locales. They also calculated upper and lower bound estimates of RBG3 retention rates to provide a range of potential outcomes under the law.
