Gov. Whitmer launching effort to undercut Michigan’s third-grade reading law

Michigan’s Read by Grade Three law was created to ensure children master basic reading skills by the end of third grade. Critics worry that this goal is outweighed by the psychological harm a young learner would suffer from having to repeat the grade. Gov. Gretchen Whitmer will unveil an initiative in her State of the State address to help struggling readers avoid flunking and advance to fourth grade.
