Is Michigan’s big bet on third-grade reading too small to make a difference?

Over the last five years, Michigan has spent roughly $192 million on policies targeting early literacy, from literacy coaches for teachers to summer school for struggling readers. Experts are concerned that Michigan is not investing enough money and resources into the new Read by Grade Three law for it to be successful.
