Second-Year Evidence from an Evaluation of the Read by Grade Three Law

Prepared for Michigan’s Early Literacy Task Force

Amy Cummings, EPIC Graduate Research Assistant, presented findings from their recent Michigan’s Read by Grade Three Law: Year Two Report. In this year’s report, EPIC researchers examined how educators and administrators continued to implement the Read by Grade Three Law through spring 2021 and how the COVID-19 pandemic has affected implementation. They also assessed whether the Law is meeting its goal of improving literacy achievement and attainment for students, and whether the policy appears to be an effective use of education resources.
