Competency-Based Education in Michigan’s 21j Pilot Districts: Case Studies of Implementation and Innovation

This brief outlines the core components of competency-based education and its Theory of Change that highlights mechanisms that may be necessary for the core components to translate into deeper learning for students. We then discuss implementation elements at the local level, presenting data from case studies of three participating 21j pilot districts. Finally, we elucidate challenges and successes experienced by the case districts in their work to implement CBE.

EPIC works with state and district partners to create a targeted research agenda to learn which reform strategies are most effective, where, when and for whom.
