English Learner Funding:
How Does Michigan Compare to Other States?

How does Michigan English learner funding compare to the rest of the country? Current funding for Michigan English learners come from two primary sources: approximately $11 million in Federal Title III, Part A grants and about $39.8 million in state Section 41 grants.

Most states allocate funds to EL students using a weight: A multiplier added to the per-pupil foundation amount for students classified as English learners. If Michigan converted current Section 41 funding levels to a weight applied evenly to all English learners, it would be the lowest weight in the country.

EPIC works with state and district partners to create a targeted research agenda to learn which reform strategies are most effective, where, when and for whom.
