Celeste Carruthers is a visiting professor with the Ford School’s Education Policy Initiative. She is an associate professor in the Haslam College of Business at the University of Tennessee with a joint appointment in the Department of Economics and the Boyd Center for Business and Economic Research. Her research centers on education policy with crossovers into public economics, labor economics, and economic history. She is a co-editor of Economics of Education Review, a member of the Association for Education Finance and Policy Board of Directors, and an affiliated researcher with the National Center for Analysis of Longitudinal Data in Education Research (CALDER).

EPIC works with state and district partners to create a targeted research agenda to learn which reform strategies are most effective, where, when and for whom.
