Dr. Jennifer Jellison Holme is an Associate Professor of Educational Policy and Planning in the Department of Educational Leadership and Policy. Dr. Holme’s research focuses on the politics and implementation of educational policy, with a particular focus on the relationship among school reform, equity, and diversity in schools. Her research interests include: school desegregation (currently focusing on inter-district programs); teacher turnover; high stakes testing (exit level testing); and school choice policy.

She received her Ph.D. in Education Policy (Urban Schooling) from UCLA, her Ed.M in Administration, Planning and Social Policy from the Harvard University Graduate School of Education, and her B.A. in Sociology from UCLA.

Dr. Holme’s work has been published in the Educational Researcher; Review of Research in Education, Teachers College Record,, Educational Policy, Educational Administration Quarterly, the American Educational Research Journal, the Review of Educational Research, and the Harvard Educational Review. Dr. Holme is also co-author of Striving in Common: A Regional Equity Framework for Urban Schools (2019, Harvard Education Press) and Both Sides Now: The Story of Desegregation’s Graduates (2009, University of California Press.)

EPIC works with state and district partners to create a targeted research agenda to learn which reform strategies are most effective, where, when and for whom.
