Retention and Exemption Decisions Under the Read by Grade Three Law

Between 2021 and 2023, the Read by Grade Three Law required that students who scored below a state-determined cutoff on the spring ELA M-STEP to repeat the 3rd grade unless their districts grant them an exemption. EPIC’s latest report examines patterns in district-reported retention and exemption decisions reported during the three years when the policy was in place.
