Student Enrollment in the First Two Cohorts of Partnership Schools

October 2023

This report examines enrollment in the first two cohorts of Partnership schools and districts relative to other schools statewide over a 10-year period from prior to the COVID-19 pandemic through fall 2022. We study these trends overall and for the youngest students, who reached school age during the height of the COVID-19 pandemic.

Key findings include:

  1. The COVID-19 pandemic did not appear to adversely affect total enrollment in Partnership schools
  2. Kindergarten enrollment rebounded more slowly in Partnership schools than elsewhere in the state
  3. The entering kindergarten classes of 2020 and 2021 returned in Partnership schools at greater rates than in other schools

EPIC works with state and district partners to create a targeted research agenda to learn which reform strategies are most effective, where, when and for whom.
